The Bill has been referred to Committee.  Is this the plan that they will implement when Obama care fails??  Is this a back up plan?  Why did LAMAR Co-Sponsor a Bill that REQUIRES you to purchase insurance?  That states specifically :  Sets forth penalties for failure to enroll?  WE need to Flood his office with Calls - Letters - and Faxes.

Title: A bill to provide affordable, guaranteed private health coverage that will make Americans healthier and can never be taken away.

 

Healthy Americans Act - Requires each adult individual to have the opportunity to purchase a Healthy Americans Private Insurance Plan (HAPI), which is: (1) a plan offered by a state; or (2) an employer-sponsored health coverage plan. Makes individuals who are not enrolled in another specified health plan and who are not opposed to coverage for religious reasons responsible for enrolling themselves and their dependent children in a HAPI plan offered through their state of residence. Sets forth penalties for failure to enroll.

Establishes standardized coverage and state options for HAPI plans. Requires the Secretary of Health and Human Services to promulgate guidelines concerning the benefits, items, and services to be covered. Sets forth requirements for setting premiums. Requires the Secretary to establish the Healthy America Advisory Committee to provide annual recommendations concerning modifications to the benefits, items, and services required.

Provides for school-based health centers.

Authorizes states to establish and operate a State Choices for Long-Term Care Program.

Requires the Secretary to establish Chronic Care Education Centers.

Requires states to establish or designate a state Health Help Agency to carry out the administration of HAPI plans and to promote prevention and wellness for residents.

Amends the Internal Revenue Code to require employers and individuals to each make shared responsibility payments for HAPI plan premiums.

Sets forth requirements for health insurance issuers offering a HAPI plan.

Establishes the Healthy Americans Public Health Trust Fund for the payment of: (1) premium subsidies; and (2) bonuses to states for implementing medical malpractice reform.

Terminates federal health benefits coverage, including coverage provided under the Federal Employees Health Benefits Program and the State Children's Health Insurance Program (SCHIP).

THis is how Alexander ended his remarks on the HC Summit yesterday! Which side of his mouth will he be talking out of today!

“Now, in conclusion, I have a suggestion and a request for how to make this a bipartisan and truly productive session. And I hope that those who are here will agree, I’ve got a pretty good record of working across party lines, and of supporting the president when I believe he's right, even though other members of my party might not on that occasion. And my request is this: before we go further today, that the Democratic Congressional leaders and you, Mr. President, renounce this idea of going back to the Congress and jamming your bill through on a partisan vote through a little-used process we call reconciliation."
This is his latest letter back to me regarding healthscare. The Bold is mine.



Dear Paula,


Thanks very much for getting in touch with me and letting me know what's on your mind regarding health care reform.


Providing every American with genuine access to quality, affordable health care is one of my highest priorities as a member of the U.S. Senate. Unfortunately, the health care bill passed by the Senate on December 24, 2009, will prove to be an historic mistake if this or anything like it is ultimately signed by the President. Congress set out to reduce health care costs to Americans, but the Senate majority has managed to do the exact opposite. Their written-in-secret bill will increase health insurance premiums, raise taxes, cut Medicare and dump millions of Americans into Medicaid. For Tennessee, Medicaid's expansion and the bill's "sweetheart deals" would cost our state more than $750 million over five years when fully implemented, forcing tax increases or damaging higher education-or both. That's why I voted against this bill and opposed all efforts to move it forward.


The best way forward on health care is to work step-by-step to reduce costs and re-earn the trust of the American people. Instead of a trillion-dollar, 2,000-page comprehensive health care bill centered around a government-run plan, as a first step we should allow small business to pool their resources to reduce health care costs and increase access to affordable coverage. We should reform medical malpractice laws so runaway, junk lawsuits against doctors don't continue to drive up the cost of health care. We should allow individual Americans to purchase health care across state lines like they can with their car insurance today to increase competition. We should enact meaningful insurance market reforms, such as making sure that people aren't disqualified from health coverage because of preexisting conditions. Additionally, we can expand Health Savings Accounts and emphasize wellness and prevention care.

These are some steps we could take in the right direction, which would improve our existing health care system without adding trillions more to the national debt and dumping new debt on the states. I appreciate your taking the time to let me know where you stand on this important issue, and I'll be sure to consider your comments as health care is discussed and debated in Washington and in Tennessee.

Dear Senator Alexander,

I listened to your healthscare speech at the Health Care Summit yesterday. It sounded good and we were glad that you were representing Tennessee with your remarks.

Then I learned this morning that you were a co-sponsor of a bill introduced last February by Senator Ron Wyden of Oregon. The bill I am speaking of is S391. A bill that mandates government run healthcare. I want to know exactly what your position is on government run health care, because every letter I have written to you regarding it has come back saying that you are against it and will vote against it. Is this because you are hoping the bill you are cosponsoring will come out of committee and it will be the one that passes? I am so angry to find this out, after being assured, I thought, that you were not for it.

How will this bill mandate Americans get Healthier? Are your agencies that are required in this bill going to regulate what the American people eat, drink, how much they weigh? Are the schools going to mandate our children’s eating, playing and education? Will it mandate cleaner air for breathing, how about what is in your home; maybe scatter rugs are too dangerous.

How much exactly are the fines you are going to force on the American people? What will the IRS do, make sure there is compliance of your mandatory involvement of this bill? Is this your way of making sure the IRS spreads the wealth.

You call this the HAPI bill, well let me tell you, I am not happy about it and neither is anyone I have spoken with today regarding this bill, and we will energize the American People to STOP this bill too.

You owe us answers to why you would co-sponsor this bill and why you led the people to believe through your letters to them that you were not for government run healthscare!

I would like to hear from you on this, I have tried to call your office all day and found the phone to be busy, I hope because of the many people that are finding out about this bill.
